Where the difference actually comes from
Ireland: Employer PRSI has no annual ceiling, so the 11.4% applies to the whole salary. A reduced 9.15% rate applies below 552 euro a week.
Portugal: The 23.75% employer rate is uncapped and applies to the full salary, so the burden is identical for a junior hire and a senior one.
