Where the difference actually comes from
India: The EPF wage ceiling is 15,000 rupees a month. Contributions above it are optional for the employer, which is why the marginal rate on a senior salary is effectively zero.
Portugal: The 23.75% employer rate is uncapped and applies to the full salary, so the burden is identical for a junior hire and a senior one.
