Can a US payroll system pay staff in the UK, Canada, India, the UAE, or New Zealand?
Summary
Not as configured for the US. Each of these countries sets its own reporting clock and its own contribution math: the UK wants a submission on or before every payday, New Zealand within two working days after it, and Canada republishes its deduction formulas every January and July. India moved salary withholding to new statutory sections in April 2026, and the UAE expects private-sector wages to be paid through its Wages Protection System.

UK and Canada, one employee each
In the UK, an employee on £30,000 costs the employer (30,000 − 5,000) × 15% = £3,750 in Class 1 National Insurance for 2026/27. Late payroll reports draw a monthly penalty that scales with headcount: £100 for 1 to 9 employees, £200 for 10 to 49, £300 for 50 to 249, and £400 for 250 or more. HMRC does not usually penalize a report that is late but has all payments within 3 days of payday, though it says repeat offenders may be contacted or considered for a penalty. Employers with fewer than 10 employees can choose from six free HMRC-recognized products, one of them HMRC's own Basic PAYE Tools.
In Canada, an employee earning C$90,000 in 2026 hits every annual ceiling on the employer side:
- CPP at 5.95% on earnings between $3,500 and $74,600: $4,230.45
- CPP2 at 4% on earnings between $74,600 and $85,000: $416
- EI at 1.4 times the employee's 1.63% premium on up to $68,900: $1,572.30
That is C$6,218.75 for the year. T4127 covers federal, provincial, and territorial income tax except Quebec, whose EI rate is also different at 1.30%. A late remittance costs 3% at 1 to 3 days, 5% at 4 or 5, 7% at 6 or 7, and 10% after that.
India, the UAE, New Zealand
India's Income Tax Department says the new Act applies when the earlier of credit or payment falls on or after April 1, 2026. Salary paid through March 2026 stays under section 192 of the 1961 Act; salary paid from April 2026 falls under section 392(1), and employers restart the TDS computation for the new tax year. The same FAQ says TDS rates and monetary thresholds were carried over unchanged, while ERP and payroll systems must be updated for the new section numbering, terminology, and reporting requirements. Late deposit of withheld tax carries interest at 1.5% a month.
The UAE government portal's wage page is short. It says paying wages on the due date is every employer's responsibility and that private-sector employers should pay through the Wages Protection System to avoid penalties and fines.
New Zealand files on every payday. Paper is allowed, with a 10-working-day window, for new employers in their first six months and for employers whose combined annual PAYE and ESCT is under NZ$50,000. The withheld tax itself is paid by the 20th of the next month below NZ$500,000 a year, and twice a month above it. An employee on NZ$60,000 in KiwiSaver draws at least NZ$2,100 in employer contributions, with ESCT charged on top.
Where there is no local entity to register as the employer in the first place, the comparison shifts to employer of record services, whose pricing sits on a different scale from payroll software.
