Can a country contribution rate tell you where hiring is cheapest?
Summary
No: a country contribution rate alone cannot tell you where hiring is cheapest. The useful comparison is the total cost of a particular employee at a stated salary, with local payroll charges, required payments, benefits and the EOR fee included.
A lower percentage can still produce a higher cash cost if the salary is higher. This site does not provide comparable market salaries or convert its country benchmarks into a common currency, so those benchmarks cannot establish the cheapest hiring location.
The four components
Employer cost is a salary plus the payments that come with employing that person. Four checks help make a country comparison usable:
- Contributions. Use each contribution's earnings base, exemptions and ceiling. In the United States, the employer pays 6.2% Social Security up to USD 184,500 in 2026 and 1.45% Medicare without an earnings cap. FUTA adds a separate charge on the first USD 7,000; its 0.6% after-credit rate depends on qualifying for the full state credit. These federal charges do not include state unemployment taxes. IRS FICA, IRS FUTA
- Required extra pay. Spain requires two extraordinary payments, with their amounts set by collective agreement. Portugal requires Christmas and holiday subsidies with their own calculation rules. Establish whether the quoted annual gross already includes those payments. Spain, Article 31, Portugal, Articles 263–264
- Paid leave. Compare annual leave, public holidays and other paid absences on the same basis. Calendar days and working days are different units. Leave already paid within an annual salary is not automatically an additional salary payment, but coverage or replacement staffing can add cost.
- Leaving. Budget notice, accrued entitlements and any severance that applies to the intended exit. Separate a recurring deposit from a contingent termination payment. Brazil's FGTS, for example, requires an 8% employer deposit on covered remuneration and an additional 40% of the relevant deposits for dismissal without just cause. Lei 8.036, Articles 15 and 18
Recruitment, onboarding, equipment and the EOR fee belong in the commercial budget as well. Their cost comes from the role and supplier quote rather than a national statutory rate.
Why a low headline rate needs conditions
The Canadian CPP and EI illustration in the ceilings article is 6.55% of CAD 95,000 and 3.27% of CAD 190,000 for the selected standard contributions outside Quebec. It excludes provincial costs and benefits. The lower percentage at the higher salary comes from a fixed capped contribution amount, not a lower cash wage bill.
Ireland's Class A employer PRSI rate for weekly earnings above EUR 552 is 11.4% from October 1, 2026; it was 11.25% earlier in that year. Neither rate is the whole employer budget. MyFutureFund began on January 1, 2026 and requires a 1.5% employer contribution for enrolled employees in 2026–28, subject to its earnings threshold and coverage rules. A pension-covered employment can be exempt if its scheme meets the applicable standards. PRSI, MyFutureFund employer guidance, contribution examples
That is why a table showing Ireland at a constant 11.4% or Canada at a single uncapped national rate is incomplete. Use the contribution period and the employee's actual coverage.
Why cheapest is rarely the decision
The countries under consideration are not interchangeable. If you are hiring a particular person where they already live, the realistic question is what that hire costs at the intended salary.
Where the location is genuinely open, compare the two or three countries in which the role could plausibly sit. Include the salary needed to recruit for that role, working hours, language, time zone and any customer or regulatory requirements. This site has no evidence that any one of those factors is always larger than the contribution difference.
The comparison that actually helps
Ask each provider for an annual cost schedule for the same role, start date and salary convention. Separate the employee's gross pay, employer charges, required extra pay, benefits, service fee, deposit and one-time charges. For a cross-currency comparison, record the exchange rate and date; an EOR's conversion spread may differ from that rate.
Then compare leave and notice on the same employment terms. A statutory minimum does not tell you what a collective agreement or the proposed contract requires.
The two questions that settle it
First, at what salary and on what earnings base? The ordering changes wherever ceilings, bands or exemptions change the contribution. Second, what is excluded? A national model can omit regional charges and employer-specific costs that belong in a real quote.
The calculator is a starting estimate, while what the number leaves out and the method page explain its scope. For Ireland, select the PRSI period and confirm MyFutureFund enrollment or pension exemption; an omitted pension charge is not zero pension cost. Read the country assumptions and use the employee's actual coverage and pay schedule for an offer.
The limits of a cheapest-country ranking
A ranking helps only when the location is genuinely open and the compared totals cover equivalent employment terms. An employer-contribution ranking measures the charges in its model; it does not measure the salary, talent availability or service quality required for your hire.
Use a quote for the employee and location you intend to employ. The country percentage can explain part of that quote, but cannot settle the decision by itself.
