What an employer of record (EOR) charges per employee
Thirteen of the fourteen EOR providers we checked publish a price. One does not.
The published range runs from $99 to $699 per employee per month for the EOR service. Included services and country-specific charges vary. A fixed fee takes a larger share of a $30,000 salary than of a $120,000 one.
A headline number is not a price on its own. The same figure means different things as a starting price and as a list price, and on monthly against annual billing, so both are in the table. Contractor management and contractor of record are separate products at very different prices and have separate columns; putting them in one column would hide the different contractual arrangements.

A fee is only half of the budget. Calculate employer cost
The calculator adds the statutory employer cost for the country to whichever fee above you pick.
Deposit and setup or termination fee are filled only where the provider's own page states them; a blank cell means not stated, not none.

- Is Deel worth $400 more per month than RemoFirst?
- Why can Remote and Oyster cost different amounts at $699 a month?
- Is Multiplier really $100 a month cheaper than Deel?

What each price actually includes
Native Teams. $19 figure is 'Contractor Pay' (payments only); Contractor of Record (fully managed, with misclassification protection) is $99/contractor/month.
RemoFirst. Basic contractor management tier is free; $25/mo is the Premium tier with automated invoicing/payments. Optional RemoHealth insurance add-on from $55/person/mo.
Payoneer Workforce Management (formerly Skuad). Contractor Management System from USD 19 and Agent of Record from USD 99 per contractor/month are separate contractor services. Protection, liability and indemnity scope require the agreement.
RemotePeople (formerly Horizons). Horizons has rebranded to 'RemotePeople' (remotepeople.com; joinhorizons.com no longer resolves to the brand's own site). Contractor of Record (fully managed) is $199/contractor/month; the $29 figure is Contractor Management.
Pebl (formerly Velocity Global). Velocity Global has rebranded to 'Pebl' (hellopebl.com). The EOR pricing page now shows $399 per employee per month; its FAQ says country-specific pricing comes by custom quote, so we treat it as a starting price. No contractor price is published. When this site first read the site on 21 August 2026 no USD figure was published at all.
Playroll. Contractor management is USD 35 per contractor per month, separate from EOR service, compensation and applicable payment, FX and tax charges. Official product page checked October 14, 2026.
Multiplier. $49 figure is Contractor Management on monthly billing ($40 billed annually); separate Contractor of Record (fully managed) is $400/contractor/month. Enterprise EOR tier is custom-quoted. The site recorded $40 on 21 August 2026.
Papaya Global. An indexed official pricing result shows EOR from USD 499 per employee/month; direct retrieval failed in the October 12 review. A separate official EOR explanation states USD 599, with applicability and change timing unresolved. Obtain a country quote. Contractor of Record from USD 199 and contractor payments/invoice management from USD 5 are separate services. Earlier USD 650 and USD 2 entries are this site’s historical observations, not evidence of a dated provider price cut.
Deel. Contractor of Record (fully-managed) also offered from $325/contractor/month.
Globalization Partners (G-P). G-P EOR starts at USD 599 per employee/month. G-P Contractor starts at USD 39 per contractor in calendar months when invoices are paid; negotiated rates may differ. Country funding and contract conditions require a proposal. An unsuccessful site retrieval in August does not establish that no public price existed.
Atlas. Agent of Record (contractor) service is shown at $199 per contractor per month (read 28 September 2026); it is not included in the EOR price.
Remote. Contractor Management Plus tier is $99/contractor/month with added indemnity; Contractor of Record from $325/contractor/month. COR billing is the greater of USD 325 per contractor/month or 15% of approved contractor invoices in that billing month; the minimum applies while the relevant service agreement is active, including a month without an invoice. USD 325 is a minimum, not a fixed fee. See the official billing terms linked in article 80; this does not reverify the EOR fee.
Oyster HR. Refundable deposit required for EOR employees; contractor price is after a 30-day free trial.
Rippling EOR. The pricing page asks what services you need and sends a custom quote; no per-employee EOR figure is disclosed. On 28 September 2026 it showed a platform price ('Rippling starts at $8 a month, per user'), which it had not shown on 6 September.
The part the price does not cover
The figures above are service fees, not the total cost of employing someone. Budget separately for salary, the employer contributions on the country pages, required benefits, and any quoted additional charges. Ask whether the provider passes those costs through or includes them in a blended country charge. A $599 monthly service fee is $7,188 over twelve months, before employment costs.
Put one of these fees on top of a real salary in the calculator, which adds the statutory cost for the country in the same table. Whether a fee of this size beats running your own entity is a question of headcount rather than of the fee: the break-even formula is here. Which of these prices have moved since we first read them is tracked in who publishes a price and who makes you ask, and listed entry by entry, with the old value and the reason, in what changed.
Neither of the fees above is the only option. If you already have your own entity in the hiring country, compare payroll costs if you already have an entity instead of adding an EOR fee on top of it. If you are hiring only inside the United States, ordinary domestic payroll replaces an EOR entirely: see Gusto pricing for US payroll.
Two providers on this list have renamed themselves. Horizons now trades as RemotePeople, and Velocity Global now trades as Pebl. Old links redirect, so a quote you were given under the previous name may not match the page you find today.
Contractor management and contractor of record
Neither of these is an employer of record. Contractor management is paperwork, compliance checks and payment for people who stay contractors, priced in the fourth column above. Contractor of record puts a third party in the contract as the engaging entity, priced in the fifth. An employer of record employs the person outright, which is the first column.
Which of the three is lawful for a given person is a question about the working relationship, not about price, and nothing on this page decides it. What separates a contractor from an employee sets out the tests that are actually applied, and the calculator shows the employer cost if the answer is employee. The prices in the two contractor columns come from the same published pricing pages as the EOR column, listed in the Source column above.
The ordering in the price table above is by published price, ascending, and nothing else. Our commercial relationships with these providers — the network and any referral fee — are listed on the disclosure page rather than mixed into this price comparison.
