Hiring in Germany through an EOR: 21.3% on top of the salary, then the fee
Summary
Germany sits in the middle of this site's fifteen countries for employer cost: lighter than Spain at 47.9% or France at 35.6%, heavier than the UK at 17.9%. This page takes one hire at €60,000 and sets out what lands on top, the statutory part and the fee kept apart.

Total employer cost €72,780, 21.3% above the salary. There is no statutory thirteenth month (Christmas pay is a matter of collective agreements, not law), leave is 20 days on a five-day week, and nine public holidays apply nationwide.
Where the ceilings bite. Health and care stop at €77,400, pension and unemployment at €101,400. At €120,000 the share falls to 15.9% (€19,066). Nothing is charged on the part above a ceiling, so the higher the salary, the lighter both the statutory layer and a flat EOR fee become as a proportion.
Not in this floor. Occupational accident insurance, set per trade association; allowances under collective agreements; severance, since Germany has no general statutory severance. The list is on what the number leaves out.
Against Deel's 23.45%
Deel's Germany hiring page says employer cost "is generally estimated at 23.45% of the employee salary." This site's statutory floor is 21.3%. The 2.15 points could be accident insurance, collective items, ceilings not applied, or a different year's rates; Deel's page gives no breakdown.
This site's figure is the minimum the law requires; Deel's is an estimate for a quote. When a quote arrives, line it up against the five rows above and ask what the remainder is.

Provider terms that matter in Germany
- Deel's deposit. One to one and a half months of all monthly charges as standard. Germany is one of the four countries Deel's help center names where variable pay above $100,000 must be deposited in full. For a role with a large bonus, the first invoice grows by that amount. The monthly base is €5,000 of salary plus €1,065 of statutory cost, €6,065, plus the fee.
- Remote's cutoff. The 16th in Germany, not the 11th. Approvals after it are paid the following month.
- Days to start. Remote's own average for Germany is five working days from self-enrollment with the right to work in place; Deel's page says "as little as 4 days." Both are averages or best cases, not commitments.
