Payroll plus HR pricing in the US: 12 published plans from $109 to $400 a month for 10 employees, including Paycor's $99 + $5 small-business tier

The order moves with headcount. At 25, Paycor Basic ($224) drops below Homebase Essentials plus payroll ($229). At 50, Paycor Basic's $349 is the lowest of the twelve and equal to payroll-only Gusto Simple, because its $5 per-employee fee is small and the $99 base thins out as the headcount grows. OnPay's bundle moves the other way: at $10 per employee it sits fifth at 10 employees and eighth at 50. The calculator runs the same formula for whatever number you type in.

Paycor: four published small-business plans

This site's dataset read paycor.com/pricing/ on 2026-08-20, found no dollar figure and classified Paycor as quote-only. On 2026-10-03, paycor.com/plans-pricing/small-business/ printed four plans with prices: Basic $99 + $5, Essential $149 + $6, Complete $199 + $7, HCM $199 + $12 (monthly base, per employee per month), with a "Get 50% OFF for 6 months" promotion. The dataset, Paycor's vendor page and the transparency index now reflect the published small-business prices. The page is explicitly for businesses with fewer than 50 employees.

Complete and HCM share the $199 base; the difference is $7 against $12 per employee, which is $50 a month at 10 employees, $125 at 25 and $250 at 50.

Homebase: a per-location fee and a 10-employee ceiling on Basic

Homebase's payroll is an add-on "on top of any plan," at $49 + $6 per employee paid. The plan underneath is the scheduling and time product and is billed per location. Basic is $0 but limited to one location and 10 employees. From the eleventh employee you need Essentials ($30 per location, $24 billed annually), Plus ($70, or $56 annually) or All-in-One ($120, or $96 annually). That is why Basic reads n/a at 25 and 50 in the table, and a second location doubles the plan fee.

On 2026-10-03 the page carried a "6 Months Free: Payroll & Plus Plan ... Limited time offer" banner. The table, being list prices, leaves it out. The one-to-one comparison with Gusto is in Gusto vs Homebase.

OnPay's bundle changed between readings

The dataset still carries a 2026-09-07 note reading "HR add-on +$15 base and $2/worker," which would make 10 employees $64 + $8 x 10 = $144. By 2026-10-03 the page had been rearranged into three HR bundles: the lowest at $70 + $10 (with $79 + $12 struck through), then $120 + $7 and $130 + $10. The bundle names were not captured. The table uses the new $70 + $10, and the $144 stays here as the older reading. Payroll-only Payroll Essentials is unchanged at $49 + $6, with a first-month-free offer on the page.

Gusto has three tiers, Justworks has one

Gusto Simple ($49 + $6) does not include multi-state payroll; Plus ($80 + $12) and Premium ($180 + $22) do. That is as far as this site's dataset reads the difference between the tiers; the HR side is described in article-11. At 10 employees the step from Simple to Plus is $91 a month and from Plus to Premium $200.

Justworks Payroll ($50 + $8) is the price of its payroll software, a different product from its PEO Basic ($79 per employee, no base fee) and PEO Plus ($124). At 10 employees that is $130 against $790 and $1,240; article-11 has the PEO side in a table.

Payroll plus HR without a published price

None of these can be placed among the twelve. What the table gives you is the yardstick: $109 to $400 a month at 10 employees is where a quote would land if it were published. The UK version of this comparison is at best/uk-payroll-hr-10-24; the currency is different, so the two never share a table.

Who this is not for

This is a price ranking, not a comparison of how good the HR features are. "With HR" means different things at each vendor, and this site's dataset does not record the HR feature list (it records the payroll-side items: tax filing, multi-state, year-end forms and so on). The figures are published list prices, not quotes or post-discount bills. The scope is US plans; Paycor is the 2026-10-03 reading, Gusto 2026-09-27, Justworks 2026-09-06. We have not used any of these products.
