Two kinds share the EOR row
The EOR row on a price list does not separate owned-entity from partner delivery. Horizons' $199 and RemoFirst's $199 sit side by side, and the company signing the employment contract may differ. Only three providers say which they are on the page: Remote (owned only), RemoFirst (partners), Oyster (both). For the rest it is a country-by-country question.
Partner delivery is not the lesser model. What changes is who you deal with when something goes wrong, how long onboarding takes (Multiplier: three working days or less through an owned entity, 13 to 15 through a partner), and the possibility that deposit and exit terms come from the partner's contract.
PEO is not EOR
A PEO is US co-employment for a company already registered in the state, and it sits on its own row at its own price. Deel's $125 is a fifth of its $599 EOR; it is cheaper because most of the employer's obligations stay with your company. Covered separately.
Contractor of record against contractor management: who signs
With contractor of record (Skuad and Atlas say agent of record), the provider signs the services contract with the contractor and carries the consequences if the relationship is found to be employment. With contractor management, your company signs and the provider handles payments and paperwork.
The price gap tracks the liability gap: $49 against $325 at Deel, $19 against $99 at Native Teams. On contractor management, misclassification risk stays with you. The contractor or employee decision comes before this row's price.
Telling them apart on a pricing page
- "Employer of Record": $99 to $699 means EOR. Look for "owned entity" or "partner"; if neither, ask per country
- "PEO" or "co-employment": US only, a fraction of the EOR price
- "Contractor of Record," "Agent of Record," "fully managed," "misclassification protection": contractor of record
- "Contractor management," "Contractor Pay," "CMS," "payments only": contractor management
Papaya Global lists all three contractor-side products on one page, and this site's August misreading of its contractor price came from confusing the third with the second. That is why the list above exists.
