Which business VPN should a small team actually buy?
Summary
There isn't one best business VPN, but for a small team the shortlist tends to pick itself. Decide first whether you need people to reach company systems or offices to stay linked to each other, because those are different products. After that, three facts on each pricing page do most of the work: how many users the free tier allows, whether there's a minimum seat count, and where each plan's user cap sits. The few dollars between per-user prices matter less than those three.
Different jobs, different products
Most products sold as business VPNs do one of three things. Remote access lets people outside the office reach internal systems. Site-to-site links keep offices or cloud networks permanently connected. Zero trust network access (ZTNA) lets someone into specific applications and nothing else.
Site-to-site links are usually billed by the hour for a gateway or connection, so they don't fit a per-person price list. This article sticks to remote access and ZTNA, where the bill depends on headcount. Offices and cloud links are covered in our pieces on routers and concentrators and on AWS VPN pricing.
Five people or fewer? Check the free tier first
Firezone's free Starter plan covers up to 6 users. Twingate's free Starter plan covers up to 5 users, with limits that matter for a business: 50 resources, one admin, and 24 hours of logs.
If you need more than a day of access logs, or a second admin, Twingate's free tier won't cover you.
Seat minimums hit the smallest teams hardest
Once you pay, the minimum seat count matters more than the headline price. Every NordLayer plan says "5 users minimum", and Core adds a required $40 a month for a server with a dedicated IP. Proton VPN's business plans start at two users, or three for the plan that includes its password manager.
Windscribe's ScribeForce shows a single monthly plan at $5.00 per seat with no minimum mentioned. Twingate Teams and Firezone Team list no minimum either. How a two-person team ends up paying $47.50 each on a plan advertised at $11 is worked through in our article on what a two-person team pays.
Look at the ceiling too
Cheaper plans often stop at a user cap. Twingate Teams goes up to 100 users and Business to 500. Firezone Team also stops at 500, after which you're talking to sales about Enterprise. For a 20-person company that expects to pass 100, the Twingate plan to compare is Business from the start. Its comparison table allows 10 admins and 30 days of logs on Business, against 3 admins and 7 days on Teams.
What about vendors that won't show a price?
Of the 24 vendors we track, 15 publish a per-user price we can read. Seven only take sales inquiries, and two publish pages we couldn't read a figure from. We don't treat a missing price as a mark against the product.
