Business VPN dedicated IP cost: what the fixed charge adds per person
What a business VPN or zero-trust vendor charges for a dedicated IP address or a dedicated gateway, whether the charge is optional, and what it works out at per person once a team of your size shares it.
Quick answer. Six plans on this site charge separately for a dedicated IP address or a dedicated gateway, at between $5.99 and $49.00 a month. Two of them are not optional: the vendor states the charge is required on that plan, so it belongs in the price before you compare anything.
What it does to the price depends entirely on how many people share it. NordLayer Core is published at $11.00 per user and requires $40.00 a month for Server with Dedicated IP. That is $20.00 per person for a team of two and $0.40 for a team of a hundred, so the same plan costs $47.50 each at two users and $11.40 each at a hundred. The two-user figure is not the fixed charge alone: that plan also bills a minimum of 5 users, so a team of two is charged for 5 seats as well.

How the per-person figure is worked out
Nothing else is added. Optional add-ons are shown in the tables and left out of every computed figure, and so are taxes, which none of these vendors publishes. Every figure here is a floor. The full method is at Method.

Nothing in those tables is a discount for volume. The per-user price does not change at all; the only thing that changes is how many people the flat charge is divided between. That is the whole mechanism behind small teams paying the most per person.
The optional ones, and why they are not in any figure here

- GoodAccess Premium — $49.00 a month for Dedicated gateway (per dedicated gateway, optional add-on).
- GoodAccess Enterprise — $49.00 a month for Dedicated gateway (per dedicated gateway, optional add-on).
- PureVPN Business Add-on: Static IP per member — $5.99 a month for dedicated/static IP per member (per member opting in, $4.99/mo if paid annually).
Read the condition column before the amount. PureVPN Business charges $5.99 per member, so ten people taking it cost $59.90 a month and a hundred cost $599.00. GoodAccess charges $49.00 for Dedicated gateway, which does not grow with the team. The smaller number is the more expensive one from 9 people up.
None of these amounts is in any computed figure on this site. The rule is stated in the method: a fixed charge counts only where the vendor states it is required. Optional charges are printed so you can add the ones you would actually take.

A base fee that includes five users is not a per-user price, and this site does not turn one into the other. Where a vendor publishes no rate for the sixth person, the plan stays out of the per-user ranking. Per user, per device, or per server explains why the units are kept apart.
How many plans have no fixed charge at all
Most of them. Of the 15 paid per-user plans a team of 10 could buy in US dollars, 13 carry no required monthly charge beyond the per-user price, so the advertised figure is what they cost per person at that size. The ones that do are named above. When two plans are within a dollar of each other on the pricing page, this is usually the whole difference.
Vendors that publish a dedicated IP as included rather than extra are not listed here at all — there is no charge to show. Absence from this page is not evidence that a vendor gives you a dedicated IP; it means the vendor publishes no separate price for one.
Who this is not for
This page does not tell you whether you need a dedicated IP. That depends on what you are allow-listing and on nothing published on a pricing page. It tells you what the vendors charge for one, and what that charge becomes per person at your team size.
