effective / user = (per-user price × max(team size, minimum users) + required fixed charge) / team size

Why the ranking moves so much

Two things move it. A minimum user count makes a plan expensive per person for a small team, and stops mattering once you are past it. A fixed monthly charge does the same thing more sharply, because it does not shrink at all. Set the number to two and then to fifty and watch the order change.

A third thing moves the published figure itself: the billing term. Where a vendor prints both, the annual rate is the one used here, and paying by the month runs 18% to 29% higher.
