VPN pricing for 25 employees

What a team of 25 actually pays per person for a business VPN or zero-trust access, once the minimum user counts and the required fixed charges on the vendors' own pricing pages are put back in.

Quick answer. At 25 users, the 15 paid per-user plans we hold in US dollars work out at between $4.16 and $18.00 per person per month, with a middle figure of $8.00. The cheapest is Firezone Team at $4.16 per person, published at $4.16 per user on annual billing.

As a whole bill, 25 people cost $104 a month on that plan and $450 a month on the most expensive one (Tailscale Premium) — a difference of $12,456 over three years. Two of those 15 plans cost a team of this size more per person than the figure on the vendor's own page. All of them add a monthly charge the vendor requires on top of the per-user price.

How that is worked out

What 25 people cost in total

The same three plans read as a whole bill rather than a per-person rate. Monthly figures are what the vendor would invoice for this many people, including any required fixed charge; the three-year column is that monthly figure over 36 months plus any setup fee. Nothing is discounted for volume unless the vendor publishes the discount.

What is still free at 25 users

Nothing. Every free tier we hold is capped below 25 users, so none of them appears in the table above.

Capped below this size: Firezone Starter (up to 6), OpenVPN CloudConnexa Starter (up to 5) and Tailscale Personal (Free) (up to 6).

A free tier is only in these tables where the vendor publishes it as a plan with a stated user limit. We do not compute a price for a plan past the limit its own page states.

Whether the minimum seat count still bites at 25

It does not, and at this size that is worth knowing. The largest minimum anyone here bills is 5 users (GoodAccess, NordLayer and UTunnel VPN), so a team of 25 is at or above every minimum in the dataset and never pays for an empty seat. Below that line the arithmetic is different: at two users, 7 of the 15 paid plans that fit bill for more people than the team has, which turns NordLayer Core’s published $11.00 into $47.50 a person — 4.3 times. At 25 the same plan is $12.60. Why the smallest teams pay the most per person works through that.

What a required fixed charge costs each person at 25

That is the one line on the bill that does not scale. The same $40.00 is $20.00 per person for a team of two and $0.40 for a team of a hundred, which is most of why the gap between advertised and actual closes as a team grows.

Where the published price holds at this size: Firezone, Twingate, Windscribe ScribeForce, UTunnel VPN, GoodAccess and OpenVPN CloudConnexa charge what they advertise for a team of 25.

What changes if the team is not exactly 25

The paid US dollar plans run at each team size. “Plans that fit” changes because user caps let plans out. “Costing more than advertised” counts the plans whose effective price per person is above the vendor’s own published per-user figure at that size. Free tiers are left out of every column here and dealt with separately above.

What moves is how far a minimum seat count and a fixed charge are spread: 7 of the 15 paid plans that fit a two-person team cost it more than the advertised figure, against 2 of 15 at 25.
